It is possible to make an unlit cigar seem lighted together with realistic smoke. The Twirl Tool and a number of layers are needed to achieve this.
You can see the unlit cigar in an ash tray in the top photo. The same cigar has been 'lit' in photoshop and the smoke created as sen in the bottom one. The tutorial is here.
