Bleached Effect with Photoshop

For want of a better name I am calling this a Bleach Effect. My purpose is to highlight a particular color from the image by picking it with the Eye Dropper Tool and using that color as a general highlight.

This is a free stock image.

I have highlighted the Blue tones here.

And here I have highligted the Brown tones. Youcan use any color. You need not be an expert to do this tutorial. You can do it in any version of Photoshop.
